What is an asbestos survey?

An asbestos survey is an inspection designed to locate and assess asbestos-containing materials, or materials that may contain asbestos, within the agreed survey scope. The type of survey depends on whether a building will remain in normal use or whether intrusive work is planned.

Which buildings may contain asbestos?

Buildings constructed or refurbished before 2000 may contain asbestos-containing materials. Age alone does not prove asbestos is present, and a building that looks modern may still contain older retained materials or structures.

Can asbestos be identified just by looking at it?

No. Some asbestos-containing materials resemble non-asbestos products. Visual inspection can identify suspect materials, but confirmation generally requires appropriate sampling and laboratory analysis.

Do all homes legally need an asbestos survey?

No. The legal duty to manage asbestos does not apply to every private domestic dwelling in the same way. It mainly applies to non-domestic premises and relevant common parts of multi-occupancy domestic buildings. However, asbestos information may still be important before refurbishment, demolition or other work likely to disturb building materials.

What is a management survey?

A management survey is intended to help dutyholders manage asbestos risk during normal occupation and routine maintenance. It aims to locate accessible asbestos-containing materials that could be disturbed during those activities and assess their condition.

Who has the duty to manage asbestos?

The duty generally falls on the person or organisation responsible for maintenance or repair of non-domestic premises, or relevant common parts of multi-occupancy domestic buildings. Depending on the arrangements, this may be an owner, landlord, managing agent, employer or other responsible party.

Does a management survey cover refurbishment work?

Not necessarily. A management survey is not designed to investigate all concealed areas that may be disturbed by intrusive refurbishment. If the project will open walls, ceilings, floors, service voids or other building fabric, a more intrusive refurbishment survey may be required.

When is a refurbishment survey needed?

Where planned work may disturb the fabric of a building that could contain asbestos, the relevant areas should be appropriately investigated before the work begins. The survey scope should match the actual project rather than simply cover the property in general.

What is different about a refurbishment survey?

It is more intrusive than a management survey because concealed materials may need to be accessed. Depending on the project, this can involve opening finishes, voids, partitions, floors or ceilings within the agreed area.

What is a demolition survey?

A demolition survey is intended to locate asbestos-containing materials throughout the relevant structure or demolition area as far as reasonably practicable before demolition begins. It is highly intrusive and is normally carried out in areas that are not occupied during the investigation.

Can an old asbestos report be reused for new works?

Possibly as background information, but do not assume it is sufficient. Compare its date, surveyed areas, exclusions and limitations with the current building layout and the new project. Concealed areas affected by new works may not have been inspected previously.

Sampling and laboratory analysis

When is sampling enough instead of a full survey?

If the concern relates to one or a small number of specific suspect materials, focused professional sampling and laboratory analysis may be suitable. A sample result applies to the material sampled; it does not prove the entire building is asbestos-free.

Should I take my own asbestos sample?

Disturbing suspect material can release fibres. Sampling should be planned and carried out with suitable competence and controls. If you are unsure, avoid disturbing the material and seek professional advice.

What does a laboratory result tell me?

Laboratory analysis can identify whether the submitted sample contains asbestos and, where applicable, the asbestos type. The result should be interpreted alongside the sample location and the wider purpose of the inspection.

What should an asbestos survey report contain?

A report should clearly identify the survey scope, areas inspected, findings, sample results where relevant, material assessments, limitations and recommendations. For management purposes, findings may be used to create or update an asbestos register and management plan.

What is an asbestos register?

An asbestos register records known or presumed asbestos-containing materials and relevant information about their location and condition. It should be kept current and made available to people who may disturb those materials through maintenance or other work.

How often should asbestos be reinspected?

There is no universal rule that every material must be reinspected exactly once a year. The management plan should set an appropriate monitoring and review frequency based on condition, risk and the premises. The plan should also be updated when circumstances change.
