Is a management survey enough before a major fit-out?

Usually not if the project will disturb hidden building materials. The planned works should be compared with the earlier survey scope to determine whether a refurbishment survey is required.

Does a survey prove every part of the building is asbestos-free?

No. Reports describe the areas inspected, materials sampled, findings and any limitations. Areas not accessed or outside scope should be treated accordingly.

Should builders rely on an old report without checking it?

No. The report should be reviewed against the actual work area and current plans before disturbance begins.
