No. Asbestos-containing materials that are in good condition, properly encapsulated, and not at risk of being disturbed can often be safely managed in place under a documented management plan. Removal is required when materials are damaged or deteriorating, when refurbishment or demolition work will disturb them, when the material poses an ongoing risk that cannot be adequately controlled, or at the end of a building's life before demolition. Our surveyors will advise on the most appropriate course of action following a survey.
The four-stage clearance procedure is the mandatory sign-off process that must be completed before an enclosure is dismantled and the area is returned to use. Stage 1: a thorough visual inspection of the enclosure by the removal contractor to confirm no visible debris or contamination remains. Stage 2: a second thorough visual inspection by an independent licensed asbestos analyst. Stage 3: aggressive air sampling within the enclosure to confirm airborne fibre levels are below the clearance level of 0.01 fibres per millilitre. Stage 4: issue of a certificate of reoccupation by the analyst. All four stages must be passed before the area can be reoccupied.
Notifiable asbestos removal work (NNLW) and licensed asbestos removal work (LARW) are the two categories of controlled asbestos work under CAR 2012. Licensed work involves the highest-risk materials, including asbestos insulation board (AIB), pipe lagging, sprayed coatings, and any work that could release significant quantities of fibres. It must be carried out by HSE-licensed contractors with 14 days advance notice to the HSE. Non-licensed notifiable work involves lower-risk materials such as asbestos cement, vinyl floor tiles, and textured coatings. It does not require an HSE licence but must be notified to the appropriate authority before work starts. We advise on the correct classification for your specific materials as part of every project.
Duration varies significantly depending on the type, quantity, and location of the asbestos. A small domestic removal, such as a single garage roof or a single room of artex, typically takes one to two days. Medium-scale commercial removals involving insulation board in a single floor of offices may take three to five days. Large or complex projects involving extensive pipe lagging, sprayed coatings, or multi-phase programmes in occupied buildings can run to several weeks. We provide a detailed, phased programme with every quotation.

Yes. A refurbishment and demolition (R&D) survey must be completed for the area where removal works will take place before any licensed removal can commence. This is a legal requirement under CAR 2012 and the HSE's ACOP L143. If you do not already have a current R&D survey, we can arrange this quickly and use the findings to prepare the removal specification and programme. If an emergency means works cannot wait, our surveyors can attend alongside the removal team.
Yes. A certificate of reoccupation (also known as a clearance certificate) is issued by the independent licensed asbestos analyst on successful completion of the four-stage clearance procedure. This document confirms that the area has been cleared to below the statutory clearance threshold and is safe to reoccupy. The certificate forms part of your compliance documentation and should be kept alongside your updated asbestos register and waste consignment notes.
