Access and limitations
No locations within the agreed survey scope were recorded as inaccessible or limited access. That should not be confused with areas deliberately excluded from the commission. Excluded areas remain outside the report conclusions unless they are assessed separately.
How to interpret a negative sample result
A negative laboratory result means asbestos was not detected in that sample. It does not prove that every material in the room, floor or building is asbestos-free. Survey conclusions must always be read with the stated scope, access limitations, sample locations and excluded areas.
HSE guidance relevant to this example
HSE’s HSG264 Asbestos: The Survey Guide explains that a management survey is intended to locate, as far as reasonably practicable, ACMs that could be disturbed during normal occupancy, foreseeable maintenance and installation work. HSE guidance also expects materials proved not to contain asbestos to be recorded separately.
For multi-occupancy domestic premises, the legal duty to manage asbestos can apply to common parts such as foyers, corridors and staircases, while private domestic areas inside individual flats are treated differently. See HSE’s Managing and working with asbestos (L143).
If refurbishment or demolition work will disturb the building fabric, a management survey is not a substitute for an appropriately scoped refurbishment or demolition survey.
Why this public sample was edited
The uploaded customer report contained a real client name, full address, coordinates, property images and a property-specific floorplan. Those identifiers were removed before publication. Reporting wording was also standardised so that the negative laboratory result is not presented as proof that excluded or concealed parts of the building are asbestos-free.
